Governing Documents
The homeowners of the 87-home Stoneridge Park neighborhood are Members of the “Stoneridge Park Homeowners Association, Inc.” and are bound by our Governing Documents. Stoneridge Park HOA is a common interest development and a California nonprofit mutual benefit corporation mandated to comply with the Davis-Stirling Act (Civil Code §4800, et seq.) and other statutory regulations.
Our corporate business affairs, obligations, and responsibilities are self-governed by a three-person Board of Directors (volunteer homeowner neighbors). Two of our Governing Documents are ‘Public Records’ so I will share them below. Stoneridge Park HOA also has several binding Operating Rules documents that should be provided by the Association Board or the paid Community Manager. We encourage you to become familiar with them. These other Operating Rules cover topics such as Rules & Regulations (last amended 11/5/1998), Enforcement Policy (amended 6/8/1996), Architectural Design Guidelines (amended 10/2/2002), Collection Policy (amended 10/15/2002), and newly adopted Voting & Election Rules (5/6/2024).
And two very important Governing Documents that have never been amended since our neighborhood’s inception in 1995…these are our Declaration of Covenants, Conditions and Restrictions (CC&Rs created 6/8/1995) and Bylaws (created 1/31/1995). Our Governing Documents have not kept pace with everchanging statutory revisions, case law decisions, and other legislative actions. It is our hope we can work collaboratively together to revise and amend our most importance Governing Documents in the very near future to comply with prevailing state statutes.
How old are the Bylaws?
The Bylaws and CC&R are 28 years old and in need of an update. You should have received a certified copy of the bylaws, CC&R and Architectural guidelines at closing. Soon we will have the old and the proposed copies here in the Owners section.
What ‘Codes’ apply?
It can be confusing. The 1996 bylaws allow notice to be sent to you via Telegram! Email was not even a thing then.
If the state has updated or changed the Corporate guidelines, we are obligated to use the new ‘rules.’ On things like notifications, privacy, ADUs, elections, and online voting – the rules change nearly every year. That is why we need a corporate counsel.
How many homes are in our common-interest
Our common-interest community consists of eighty-seven homes.
How can I get involved?
To get involved in the Homeowners Association, you can attend meetings and volunteer for the Advisory Board.
We need owners to edit proposed documents, get signatures on releases, talk to neighbors about the issues. Please help if you can.
