The following Motion to Amend Notification and Announcements Procedures as described below was passed by the Board of Directors on December 30, 2024. The described website is an interim product that will most likely be modified, updated, canceled, or replaced by the Directors pending the changes to the Governing  Documents, expected to be completed this year.

Effective January 1, 2025, the Board of Directors implemented the following changes to its notification and announcements procedures:

1. Utilization of a Website and Email Services along with the Posting Board in the Mini Park: The Board will utilize email and the website for disseminating notifications and communications with owners, tenants, and vendors. Additionally, After March 1, 2025, the sign board located in the mini-park on Huff and Dennis will serve as a public posting platform for agendas and non-individual-specific postings, subject to compliance with the California Code. 

2. Website Implementation:  The website address is StoneridgePark.org, which will has been operational since January 10, 2025.  Please note that not all website features (below) will be operational on that date, most will be available before the January 20 Directors meeting. The HOA welcomes input, ideas, corrections, and concerns from owners. Notify:  [email protected]  or [email protected]  if you have questions or concerns.   

3. Limited USPS mail notifications: It is the Board of Directors intention to make the Association 100% transparent and online.  To be efficient and save costs, we will eliminate all general notices sent by mail, starting March, 2025.   It is important to get 100% of owners using the online services, although some communications are required to be made via the postal service. Additionally, California Code allows owners to request general notices via USPS, but based on the mandated four-day notice period, owners who depend on only mail may feel    

Website Features:

The website will comprise two distinct areas: a publicly accessible section and a private section accessible only with a user ID and password.  To get access to the owner-only area send an email to:  [email protected] 

Personal information, including names, addresses, lot numbers, phone numbers, will not be displayed on the website. Owners wishing to blog or post messages may utilize their own name or any other identity or webonym.

The website will provide email addresses for distributing communications to the Board of Directors, the property manager, committees, and groups that request email distribution. For instance, [email protected] will forward to the current president, [email protected] will forward to all the HOA directors.

The HOA will distribute monthly or quarterly emails to owners registered on the email address list, including Association documents, surveys, notifications, and social announcements for the community. 

Documents to be Posted on the Website:

  • Link to online Zoom meetings (Directors or Advisory Board meetings)
  • Bylaws and CC&R, Architectural Guidelines, legal documents
  • Meeting minutes, agendas, and drafts for pending meetings
  • Copies of contracts, invoices, studies, and vendor service proposals

Exceptions:

  • Certain contracts and proposals discussed in Executive Sessions will not be posted on the website.

Website Functionality:

  • The website will provide information and email assistance for owner information updates, including compliance with the Civil Code 4040/4041 owner annual reporting requirements.
  • Links to Facebook, WhatsApp, and other Association groups that are not curated by the Board.
  • The website will not handle, transact, or owners’ store financial information.  eMail addresses will (or may) be used to contact the owner only for association business or newsletters.

Owner Communication:

For inquiries or concerns regarding the Association, website, mini-park usage, vendors, governing documents, or other matters, the email addresses on the website are the preferred method of contact with the Board of Directors.

This website is not used for the services currently managed by the Property Manager, such as dues, payments, permits, violations, past-due accounts, etc.    

It is the primary announcement, notification, and communication channel. 

Standard Procedure:

Information the Homeowners Association (HOA) is legally permitted and mandated to collect owner and tenant information, such as owner emergency phone numbers, leasing information, and email addresses. That  information will not be publicly posted or shared with non-Association members.  It will not be managed using online storage, retrieval, or access. 

Numerous California state codes govern owner information, its usage, and online requirements. Additionally, codes pertaining to meeting notifications, elections, dues, and online voting for Associations are in effect when conducted online. 

As we revised the Bylaws, Community Code of Regulations (CC&Rs), and other governing documents this year, the website will be utilized to manage polls, identify priorities, and address concerns.

Acknowledgement:  As written these amendments and modified procedures, while  conforming to California Code as close as possible, have not been reviewed by legal counsel.  That will be done during our HOA Governing Documents update this year. These will serve as interim and official working procedures.

Addendum:

Please know we are trying to manage the HOA using the California Code widely known as “Davis Sterling.” It is constantly being updated by the California Assembly. If you feel we are not complying with the ‘spirit and intent’ of the Code, please find the Code and refer to it when you send an email. Easiest way to do that is this website:
